Abstract
This thesis investigates the food aid system and the existing dynamic between the United States as a donor and its recipient countries. Through the exploration of food aid objectives, policies, and outcomes in two countries, Haiti and Ethiopia, this study aims to answer the question of whether United States food aid promotes development in recipient countries’ agricultural sectors. It is found that the United States focuses more on donating agricultural commodities than investing in the development of recipient countries. Suggestions for improved policies and areas for future research are also made.
