Abstract
This portfolio attempts to highlight and analyze the most salient actors and their responsibilities in the fight against IUU fishing. The portfolio is broken down into three parts: 1) A history and analysis of the regulatory frameworks developed to curb IUU fishing, 2) an analysis of tuna- focused Regional Fisheries Management Organizations (RFMOs) and the effectiveness of their Monitor, Control, and Surveillance (MCS) programs on curbing IUU fishing, and 3) a look at eco-label schemes and their effectiveness at preventing the trade of IUU fishing products in the United States. Paper one finds that there has been an exhaustive search for an effective authoritative agent, but to no avail. Paper 2 highlights that tuna RFMOs with adaptive qualities to their management structure are much effective than others that do not have adaptive qualities. Paper 3 utilizes the dolphin-safe movement in the United States as a case study to analyze eco-label movements and finds that consumers may be the main drivers behind successful sustainable movements. Knowing where to improve the overall framework will aid in curbing IUU fishing practices in the future.
