Abstract
Health care is one of the most important parts of people’s lives, as well as the United States economy and government spending. Despite this importance, there are glaring weaknesses in the United States health care delivery system that cost us dollars and lives. This thesis hypothesizes that the policy network that surrounds health care policy, as well as the theories that surround path dependency and American political development (APD), explain why health care policy is far more difficult to change in critical ways than it would appear to be on the surface.
