Abstract
Welfare expansion and reform is a topic that is subject to extensive research, though child welfare is largely overlooked in these papers. This paper examines child welfare reform and expansion through the lens of Modern Monetary Theory. Through examining the history of welfare, the evolution of child welfare, and the rise of neoliberalism this paper hopes to show where we came from and how we have gotten to the present welfare system. Through a case study on the child welfare system in the state of Florida, this paper recognizes flaws in the child welfare system and applies Modern Monetary Theory to the idea of reform. Ultimately, this paper hopes to show the potential Modern Monetary Theory has for helping activists in effecting change on both the state and national level.
