Abstract

This thesis contributes to the literature by examining theories and practices around cybersecurity, analyzing factual and implications of significant breaches including Target and Equifax, as well as evaluating the implications on small and medium-sized enterprises. The organization of the paper is as follows. The first chapter explores the cybersecurity market, methods of risk assessment, and the inherent inefficiencies. Two cases that exhibit the inefficiencies of the market are explored and analyzed with particular attention to the legislative and industry changes that occurred in the wake of these breaches are discussed in the second chapter. The final chapter inspects how the specific characteristics that define smaller businesses are impacted by changing regulations within the industry. Recommendations are created to assist Small and Medium sized Businesses (SMB) with the struggles of preparing and dealing with data breaches in reference to the companies themselves and the policies that govern them.
