Abstract
The Colombian civil war began its 51st year in 2015. The duration of the conflict has had permanent negative effects on Colombia’s economic development. The negative effects range from lower education levels directly caused from violent actors, to lower government spending on social programs resulting from the redirection of government funds toward the military. The primary national policies addressed in this thesis are Plan Colombia, The Pastrana Peace Negotiations, the Justice and Peace Law of Colombia, the Victims and Land Restitution Law, and the development plan Prosperity for All. The development of security legislation has reduced the scope of the internal conflict between the years of 1999 and 2013. This thesis demonstrates that security reform has improved Colombia’s foreign investment environment.
