Abstract

In the past, the evolution of housing policy has been characterized in several different ways. Some scholars have divided it into eras based on unique exogenous factors while others have highlighted the changing roles of different levels of government. Yet, I believe, an analysis of housing policy coming from a more theoretical perspective will be both appropriate and helpful. In this housing policy case study I will argue that using theories and models stemming from an institutionalist perspective can shed light on the policy production process within the field of federal public housing. Furthermore, these insights will evaluate the current direction housing policy is taking as well as provide a suitable indicator of the future direction of this field. My conclusions will show strong possibilities of national politics greatly influencing the future of housing policy.
