Abstract
The realization of economic, social and cultural rights is essential to create conditions for every human person to live in dignity. This thesis explores the topic of economic, social and cultural rights while answering the question: Since ratifying the International Covenant on Economic, Social and Cultural Rights in 1982, has Bolivia fulfilled its obligations under the Covenant? In order for Bolivia to fulfill its obligations it must make satisfactory progress toward the realization of the 11 rights enumerated in the Covenant. To judge this I construct a framework that first links indictors to each of the rights and then analyzes changes in these indicators to judge whether satisfactory progress has been made. Based on this framework I conclude that, while Bolivia has not made satisfactory progress toward the right to work, safe and healthy working conditions, union rights, and old age social security, overall Bolivia has fulfilled its obligations because of its satisfactory progress toward fair and decent wages, reasonable work hours, the right to an adequate standard of living, food and housing, the right to the highest attainable standards of health, and the right to education. I conclude by making recommendations in the areas of concern and commending Bolivia for overall fulfilling its obligations.
